We get winds here off the Pacific that make Texas winds look like a mild breeze. (Unless it's a tornado) Check out wind speed records at Cape Lookout. Oregon coast gusts over 60 are pretty common anytime a decent front comes onshore (and that's often!). I've towed along the Oregon and CA coasts on 101 plenty of times. Crosswinds from the right at 30 steady, gusts to well over 40. In these conditions my truck was stable. I felt some slight movement on the really hard gusts, but it was never sketchy. If I see a forecast with gusts over 50 I don't tow.
Truck mass and wheelbase are a large part of the stability factor. A properly setup hitch is another. My truck scales at 6000 empty, and loaded at 7800. I have the 6.5' bed and 4x4 SCREW. I've towed the same rig with 2 different 3/4 ton trucks too. It's pretty much a wash in my experience.
