My 6.0 actually has a little problem (Rollingrock) UPDATED

I'd be pissed if mine didn't spin that long after shutting off. They are electronically controlled and if the computer doesn't command it, it isn't going to lock up. The on/off test doesn't prove anything other than it isn't locked up.

Best way to test these is to run the engine and command the fan speed to increase with a scanner. If it doesn't, then you know it isn't working correctly.

Easiest way to check without the scanner is to turn on the A/C. After a few minutes it should pick up speed.
