Best way to test these is to run the engine and command the fan speed to increase with a scanner. If it doesn't, then you know it isn't working correctly.
Easiest way to check without the scanner is to turn on the A/C. After a few minutes it should pick up speed.
I agree with you but I can also free spin it when off with zero resistance.
BTW I did the AC test and ran it for 10 min, fan speed never spun up.
