Have you stripped everything but passengers out of the truck...including running boards, bed cap, hitch, fire wood, etc... If not, you need to add those back in when calculating the available payload.
But let's say your 400lb number is right. Assuming 15% hitch weight, if you back calculate, that's around 8400lb trailer which is pretty much the same as tow capacity (coincidence it is close to the tow rating).
I'm assuming the hitch weight when loaded will be much higher than 650lb. Probably closer to 1000lb for the trailer listed.
Part of this was my confusion. I was counting hitch and tongue weight together. I didn't understand why I was flying by the payload limit. Yes, I'm aware of those things. I was looking for a starting point. Empty truck and loaded trailer. Later I input passengers and gear to see where I think I would be. Looks like I'll be at or slightly below the capacity of my truck. Have to decide if I like that, or opt for a smaller trailer.
