Yep happened to me two weeks ago coming back home. Pulled in for some fuel and a lady next to me at the pump told me 'something was hanging down on the ground'. Looked and found the harness was dragging on the ground, little wear on the plug itself, got some tie wraps and tied it to the outlet hinge door. Called my truck dealer the next day and they checked it out and ordered a replacement part, will be installed tomorrow. Possible cause weak spring tension on outlet flap/hinge. Still next time out I will be securing it with either a Velcro strap or mini bungee cord.
