As far as guessing I am with peeps, I'll bet you're light on tongue weight. I can tell you that if you are not able to re-balance the trailer to get it stable, and HA or PP
will fix the sway problem, they are indifferent to tongue weight.
But weight it all first so we can get the actual tongue weight % and see what's what.
