Zeppe, wondering if you saw this thread, forum member CampingN.C. is having the same problem....he was looking at a HA or PP but from the discussion ultimately decided to upgrade his Reese Dual Cam from 1200 lb to 1500 lb bars to see if he could get better sway distribution.
Just looking at the numbers, you are leaving the front axle 200 lbs light with the TT hooked up. You should be aiming to restore the front axle to its unloaded weight so you don't lose any steering feel, and you may need the heavier spring bars to do that.
Regarding the HA, you could buy one on the 90-day money back guarantee and see if it fixes the issues...if not send it back and all you are out is shipping. If you buy a used one on CL you can easily resell it for what you paid for it, so almost no risk there. I can tell you the HA (or PP) will fix your sway issues, it's design makes it indifferent to tongue weight. In other words, it doesn't rely on a tongue weight % to stop the TT from swaying. I would be happy to let you try mine if you were closer.
You are also correct about the design of the TT...some I believe are inherently unstable based on the floorplan, axle placement, and location of tanks and storage cabinets. We had a Sunnybrook like that which is what prompted me to get the HA back in 2002.
The OP's problems does sound very similar to mine. Unfortunately, I haven't been able to hook up and test the new bars yet. Maybe this weekend.
