When fitting the cover over the cylinders the cylinders can be slid closer together or farther appart before tightening down. If too close together the cover is too loose and a gust of upward air can lift it of the cylinders. If the cover goes on to easily the cylinders need to be adjusted far enough appart so the cover has to be pushed down in order to fit over the cylinders. It should then stay on by itself. If the cylinders are too close and you only rely on a bungee cord to hold it down the cover can move around as the air beats against it.
