I agree. If they are the same tires as what is on my 19' funfinder, they are rated at 1760 @ 50psi. If you had his 28' trailer loaded maxed out to it's GVWR, then the tires would be right on their max limit, depending on how much tongue weight.
Sadly, these trailers with 14" tires don't leave you a lot of options from a tire standpoint. The only two light truck tires that I know of that you can get in that size range is the Kumho 857 and Hankook RA08.
I would take either of those before I'd take "any" ST tire....but hey....let's not take this thread down THAT road for now !!
