2000 Lbs is not that much. Look at a 2006 or newer Rav4 3.5 V6. I had one and they were rated to pull 3500 with the two prep package. It got 25-26mpg consistently. I paid about $8500 for a used one with 120k miles. You should be able to find one easily for $10k in decent shape.
The Highlander with the same engine was rated at 5000 lbs, so I would expect it to do ok. Our Sienna also has the same engine (rated at 3500 lbs) and I pulled a 6x12 cargo trailer with it just fine.
