Am I correct in assuming I would need to get the Reese "picture frame" adapter
There has been quite a bit of discussion in these forums about the new Rams with the gooseneck/fifth prep bed. Besides the Anderson hitch mentioned above there are now hitch builders that are making drop in hitches to fit the bed holes. You might check with Curt and Reese to start the process. The picture frame most likely will not be needed if you purchase a new hitch as it's function was more to be an adapter to fit an older hitch into the new Ram beds.
