The 950 lbs. means that everything you load the 4Runner with can not exceed 950 lbs. That means you, the dog, the gas in the gas tank, dog food, luggage, toolbox, shoebox, the luggage rack on top, (note this one)-->the hitch weight of the trailer, and everything else.
The hitch weight alone of that trailer you are considering is likely to be 650 lbs or more. You have to figure out for yourself what else will be in the 4Runner
