The OP said it "seems" the compressor is running indicating he really didn't know and since he was attempting this on a 15A circuit it is reasonable to assume he doesn't have enough power to start the compressor. The fan will run but he obviously doesn't know if the compressor is running and most likely it is not with 15A service as pointed out by many of us.
