If a 15A circuit won't run it then it's because the breaker tripped and the fan wont work. It's that simple. Breakers do not limit current flow, the open if too much heat is created in them. The heat is a byproduct of too much flow. They will flow everything they can, often a little more than 15A on a 15A circuit, until they overheat.
