I am not all that familiar with the navigator, but as others have said a travel trailer has a lot of frontal drag to overcome in addition to the weight of the rig you are pulling.
If is struggling to pull it empty, then I cannot imagine you will be happy with family in the truck, and the rv is loaded to camp. I have no easy solution except load it up, ensure the WD system is properly set up and give it another try on your first trip out. It may be just too much rv for that vehicle.
