Not familiar with the Navigator but I'll assume it has a 6 speed transmission? Does it have a "tow mode" to lock out 6th or overdrive? Many vehicles will bog down at highway speeds if they get into overdrive gears. Keep it out of overdrive and don't be afraid to let it rev. It will not be as smooth and quiet when towing as you would be used to when not.
