I have wondered about the pricing differences as well.
I think it has to do with what price the station purchased their fuel at.
They can't begin to sell the lower priced fuel until they sell all of the more expensive fuel previously purchased.
A high volume station will sell through their supply faster consequently their prices will adjust faster.
