All states have a width limit on vehicles. Once over that width, you have to have special permits and usually a "Spotter" vehicle that travels ahead and sometimes one that travel behind the "wide load". Legally, without permits, in every state, the max is 8 feet 6 inches wide. Some states are less than this. So IF you wanted to tow the trailer with slides out, you'd need to get a special permit for the "wide load".
If your state permits passengers in towed vehicles and if you have the permits for a 'wide load' and registered properly, well .... yes ... you can tow with the slides out. I don't know how long before you'd have damaged slides, but yes! You "CAN" do it! Nothing says you cannot.
Would "I" tow with my slides out? NO!
Would I tow with a passenger in the trailer? ONLY if it was life and death.
