It is my opinion that you should be able to travel with all holding tanks full as long as you do not exceed the weight capacity of the trailer (GVWR). If traveling with a full tank(s) damages the tank, tank support structure/straps, or frame, then that trailer was not designed or built correctly. The whole point to having holding tanks is to hold fresh water at the beginning of your trip, use the battery for all of your 12V devices while on your trip, then the grey/black to hold your used 'fresh' water for the trip home.
