I have 2000 pounds of CCC on my TT. With the FW tank full, and budgeting about 1000 pounds for other sundries, I'm not even near any weight limits. Plus, when I look underneath, the FW tank appears to be centered on the axles, so weight balance isn't affected.
I always keep the FW tank full except when winterizing. Never know when CG water might be bad.
