It's WRONG but if you go back to the dealer...it's because you want to give them heck...not because there is any advantage to you.
As mentioned, it's cheap to re-certify them and even if you buy new, it's probably cheaper than your time and effort going after the dealer.
At most, I might give a quick call to the dealer (being polite) and explain the situation...see what they say. If they offer you new tanks, great but if they don't I wouldn't waste any more time on it.
