The Hoh is in Washington, but since you want to fish, you could go over the Astoria bridge to Grayland and camp there. Then, go out on a charter from Westport and drive the short drive to the Hoh from there. You probably would want to see Ruby Beach while you are in the area.
Probably the most expedient thing to do though is drive up I-5 and cut over to the coast in WA. When done in WA drive down the coast North to South.
