I agree, if the wood behind is wet/rotted, you will have to replace it. You should be able to inspect it from that baggage door.
If the wood is not too bad, and dry, you could use small stove bolts through the trim, and add washer and nut behind the wood, to help hold.
You may need to add new butyl tape first, to help seal, prior to tightening trim down. Once everything is fitting right, fastened tight, you could use Proflex sealant along the edge, sealing the trim to siding.
