The laws vary a lot depending on the state: List of state by state regulations for rest stop camping.
There was a Criminal Minds episode where a murderer picked up a victim at a rest stop. DW will never stay overnight at a rest stop after seeing that.
I've been told by some LEO's that "rest stop camping" involves tents and sleeping bags. Parking in a rest stop parking space is "parking" not "camping". I guess it's open to interpretation.
Why would you not stay in a rest stop? I assume your door locks just fine. I've seen shows where there are murderers in neighborhoods, hotels, resorts, amusement parks and on and on. I doubt rest stops are any more dangerous than any other place. Just use a little common sense.
