This one, although not close to you, could work with the right trailer:
2006 E-350 15-Passenger Wagon
The E-Series wagons have tow ratings that account for payload in the vehicle. 13,000 GCVWR and 6,700 trailer rating. Even the 15P in the E-series makes an excellent tow platform when properly setup.
If this one has the 5.4L V8 and 3.73 gears, then it is rated to tow 6,700 LBS while the van is reasonably loaded. You'll want the 5.4 to rev to keep up on the hills, but it is made to perform well at the higher rpms.
Also E-series wagons have the trailer wiring already in place, you'll just need to add the right hitch, and get the factory harness plugs for the trailer brake controller up front, and the 7-way plug out back.
