So here's another option in Montgomery, AL, what's a van purchase without a road trip?
2007 E-350 XLT 12-passenger
This one is interesting, 2007 XLT 12 passenger, already has the rear hitch with 7-way plug. Also note there is a front mounted receiver hitch, excellent for spotting a trailer, (sharper turning using front wheels) and a front recovery point.
Also lists navigation system, Rear A/C, full length running boards, what it doesn't have is all the bench seats. You will need brackets too, so you would have to find some seats w/brackets/bolts on craigslist (easy). This one is ready to tow, wouldn't be surprised if it didn't already have a brake controller.
------------
If you can downsize your trailer needs, (and you mentioned a tighter budget), Here is a 2003 E-150 Chateau package, it is just like mine but newer, 7-passenger seating, 4 captains chairs, leather, loaded, factory tow package, It was Ford's top of the line factory setup, not an aftermarket conversion. If it has the 5.4L, then it should be able to tow ~ 6,500 LBS

It's still amazing how much vehicle you can get in the right van for a lot less money than a truck/suv.

Now for the extreme!
1999 E-350 XLT 12 passenger, 121K miles, and drum roll please, a V-10 with the factory tow package. only $ 6,195.00 Pics look really nice, the only problem is you'll have to hire a transport to bring it across the country, but it may be worth it. This thing looks sweet! I expect this one to be gone in a day or so of posting here.

BTW, with 3.73 gears this van has a 15,000 GCVWR and 8,900 lb trailer rating.
with 4.10 gears, a 18,500 GCVWR and 10,000 lb trailer rating.

Since I'm on a tear...VIN decode shows 3.73 gears, does not specify limited slip.
