Actually, we can, the choices are limited to a few small specialty builders doing custom work. We just don't have a big enough market for the mass production RV companies to get into the business. We have pretty extensive road networks, most RVers have little incentive to get completely off road.
LivinLite, for one, was building more off-road capable versions of their lightweight campers, Jeep branding. Because they are campers, and the Quicksilver 6.0 on which they are based is already pretty sturdy (and expensive) the off-road features don't add much to the cost.
Sylvan Sport is off-road capable, mostly because it is so small, and well built for its size.
Travel trailers are a different problem. To build structures for off-road stresses, you would be looking at costs 2-3X mass production assembled boxes, and to get the clearances needed, they end products would be much smaller than most TT buyers are looking for. Casita builds high-clearance versions of some of their molded shell TTs, and the 13-footer is not badly proportioned for off-road, but I'm not sure that all the structural elements are up to off-road stresses.
Otherwise, you would be looking for products from companies that build off-road trailers for customers in business like mining and oil exploration, with a custom build for recreational rather than commercial-industrial use. Even here the market is small, because most of these vehicles get put on a motorized chassis rather than a towable, because when you are putting a quarter million to half million dollars worth of electronics into the box, the cost of the chassis on which the box rides is a minor factor, and for every off-road towable we needed an off-road tow vehicle to move it around.
Here are a couple surveys of what is on the market here:

A lot of times "off-road" means $30,000 to $60,000 for a small tent camper. That's a special market.
Yes they would be expensive. Maximum length is 24ft and that would be with a Diesel HD Dually, US Pickup.
Most in the 18-20ft range, use a LandCruiser 4.5 Litre Diesel V8 or a F250 6.7 Diesel
In some case an actual Japanese MDT with a special Hitch is used
