I've been using Dial for more than 20 years and I've never seen it stain plastic like that. Then again I don't think I've ever left for any length of time on anything plastic other than in a cheap soap holder for camping. And even those have never stained.
Stains like this on many plastics are pretty much impossible to get out because they bond with the plastic and go beyond the surface.
