And I have yet to come across a shop that didn't use a plug as the first choice for repairable tires.
And I've found very few that even will do a inside patch. If they have't done inside patches quite often, not sure I'd even trust that over a plug.
But in the end, do what YOU feel comfortable with.

These shops are putting themselves at risk of liability, because they are not following the best practices established by the tire industry.
