PATRIOT ACT required personal info before you can negotiate?

Any one ever told you they can not talk price until they have your name, address, and phone number? Then insist its the law cause of the Patriot Act? One told me this and I couldn't believe they were ...

I would want them to 'prove' it with actual documentation and then when they can't produce Dealer would/will get an ear full if they attempt that BS on me. AND everyone within ear shot would know what a bunch of liars they were. Lie to me and I catch it I'll be that businesses worst nightmare.
