PATRIOT ACT required personal info before you can negotiate?

Any one ever told you they can not talk price until they have your name, address, and phone number? Then insist its the law cause of the Patriot Act? One told me this and I couldn't believe they were ...

Similar experience at Boat and Rv. I got the samesmans word that they would never call me. About two weeks later they called. After a heated discussion he promised to never call again. The phone calls continued for about six months. I'll never give a salesperson my phone number unless I'm ready to make a purchase.
