PATRIOT ACT required personal info before you can negotiate?

Any one ever told you they can not talk price until they have your name, address, and phone number? Then insist its the law cause of the Patriot Act? One told me this and I couldn't believe they were ...

When ever we are shopping and pressured for info, I tell them why don't we wait until we know you have something we are interested in. Lately I have noticed that if you tell them you have a rig in the shop or are there for a part but felt like looking around that they don't pressure me at all.
