PATRIOT ACT required personal info before you can negotiate?

Any one ever told you they can not talk price until they have your name, address, and phone number? Then insist its the law cause of the Patriot Act? One told me this and I couldn't believe they were ...

Years back a salesman wanted me to fill out a worksheet with name, address, telephone number, drivers license and social security number before even telling me if they had the motorhome I wanted. I said no way and he said he couldn't proceed. I agreed, he was not going to proceed on anything with me.
