PATRIOT ACT required personal info before you can negotiate?

Any one ever told you they can not talk price until they have your name, address, and phone number? Then insist its the law cause of the Patriot Act? One told me this and I couldn't believe they were ...

More BS... I have little tolerance for this type of stuff. Ask the sales rep for his personal information so you can run a background and make sure he is not scamming you.

I enjoy the scammers that want to connect to my computer to fix virus, I ask for a credit card to bill my time, they usually hang up after confirming they heard me correct.
