PATRIOT ACT required personal info before you can negotiate?

Any one ever told you they can not talk price until they have your name, address, and phone number? Then insist its the law cause of the Patriot Act? One told me this and I couldn't believe they were ...

I do not like giving my number. Basically because I do not hear well on the phone. I ask for contact by my valid e-mail.

If they insist on calling on the phone, two things happen:

1. I assume that the dealership cannot/will not place any value on my requests, so I will NOT buy from them.

2. The "block number" feature on my phone is activated.

It really is not a problem.
