A very knowledgeable member named Ron Gratz tried to deal with this a year or so ago. You can look it up but there is a lot more engineering involved than can be addressed in this forum.
In general, the addition of a WDH mitigates some of the effect of moving the ball away from the tow vehicle, at least from vertical forces. Lateral forces are another subject.
As long as you are not over the ratings for your receiver and related equipment, I think that you will be fine with a couple of inches offset. I would not want a foot or more, but that is just me.
