Its all weight configuration.
A 10,000 pound trailer can be 2 5200 pound axles or 3 3500 pound axles. Same at 15K trailer with 2x 8000 pound axles or 3 5200's..
It does not matter which way you go, there isn't a line that pushes you one way or the other. Some manufacturers find it cheaper to do 3 smaller axles, some cheaper to do 2 heavier axles.
Given the choice, I'd always prefer 2 heavier axles. Easier on your tires, less parts and suspension to wear and replace. The tires themselves will be more expensive, but they will last longer.
