That's an old, tired argument. By that same logic, your TV tires would hit the object first, and then you'd need a total of 4 spares. Besides, you can limp down the road by replacing just one tire and affixing the other axle in an "up" position...just in case you had 2 tires blow at the same time.
But to answer your question, why not just mount it the bumper like the other one? You can either buy another mount or fab up something similar. Another option (if you don't have a tire cover or don't care about the cover) is to run some longer bolts through the spare tire bolt holes and attach the extra spare to it, kinda double-decker style.
