Per Cummins Quickserve, peak torque is at 1,600 rpm with the 370hp/800lb-ft 6.7L.

Remember that peak torque is measured at wide open throttle and full boost. So going down the highway at 1,600 rpm sipping fuel with very little boost that engine doesn't make close to that torque value.
