Notorized Bill of Sale, Sign the Title over at the bank and whatever forms are required by Motor Vehicles Department get signed at the bank. Each State has different forms they require.

This is the way to do it. You are being scammed! Yes, stop payments can be issued on Cashier's Checks or it could be fake or stolen.
