So, I'm calling out the ones I can think of off the top of my head, ~DJ~, Buzzcut, JimH, Area13, Vinsil, deltabravo, Bedlam. (Sorry if I don't have your name on the list, I have a limited memory...)...

Our off-road pace is more like a "Sunday Drive" than "Baja Rally", so you don't need to worry about keeping up (at least with us) regardless of what you drive/ride.
I say we shoot for Labor Day with a back up of Columbus Day. If this is agreeable, we just need to pick a location that will accommodate 5-10 rigs (think this is right?). In September, the weather will be nice on both sides of the mountains. October is better suited for the eastern side of WA or OR.
Property managed by WA state requires a Discover Pass for access. http://discoverpass.wa.gov/
Forest Service Passes are required in some areas, but I have found less off-road riding access in these areas for non-street plated vehicles. http://www.discovernw.org/store_annual-northwest-forest-pass-national-forests-in-washington-and-oregon-only_09942.html
Federal BLM land is hit and miss with useage fees. http://www.blm.gov/or/programs/recreation/index.php
