Possibly NOT. If the problem is that the genset's power output capanility cannot "rise" quickly enough for the A/C compressor motor start-up high inrush current then a "hard start" capacitor might even increase the problem. Adding capacitance to the start winding actually lowers the circuit impedance thereby INCREASING the inrush current level.
Shorter start-up time, but higher instantaneous POWER requirement.
