Sounds like his hoses are leaking between the hose and hose barbs where they are crimped with either a metal ring or a sleeve. I've had lots of problems with the crimps on the pigtails replacing the hoses several times. I finally had a local industrial hose supplier make some hoses for me with proper crimps to my specifications.
