GCVWR, is more about power and gear ratio, not really a legal number. Same TV, same engine, lower gear ratio higher GCVWR.
This is the catch 22 of diesel TV, higher GCVWR, and lower payload.
I pull/carry a 5er with a 12,360# GVWR with my 2001 2500,towing at about 11,000#+, I don't have any issues, not sure I would want to go up another 3,000#.
I tend to agree with Goducks, it is the weight you plan on carrying not the GVWR. I have seen a GVWR 15,500# with 4,000# to 4,500# Payload capacity.
When we bought our current 5er, I didn't do the math, I sat the 5er on the TV before signing the papers! Truck was still sitting better than level so we signed and towed 250 miles home, no issues.
