That's the table i'm quoting from.
No where does it say "Recommended", and when comparing the "Stats" to some of the other OEM tires, they do line up. Your explanation does sound sound, but it also seems as if Ford could word things a bit better:)
Either way, the numbers aren't always the "rule".
