Ford isn't stating the max of the tire, but the recommended pressure and payload for the vehicle. If you check the tire pressure/load rating table, you would find that is the value.
The reason is, the spring of 1,900 pounds plus the spring weight, half the axle weight, rim weight, and tire weight add up to just under the 2,164. This is because the springs carry the vehicle, but the tire must carry the vehicle and everything below that point including the tire.
No need to make the tires stiffer and ride harsher than necessary because of other weaker components.
Some things are actually calculated and based on reason.
You would think after the Ford Explorer and Firestone tires blowing out due to under-pressure (and then driver error due to panicing), that Ford would not do that.
But the lawyers figured out that it's cheaper to litigate, then to fix the problem..
