It doesn't work that way. The TW does not go away with WD. So for the purpose of figuring out your max tow, it is not a factor... In fact, the weight of the WD (about 100#) will count against your payload as well.
Using what you have stated so far.... 1300 payload subtract 500 for passengers and 100 for WD, leaves you with 700 for TW.
At 13% that means a 5400 GVW TT
For many reasons I prefer to use 15% for TW. That would mean a TT with a GVW of 4700#
