I agree with 2chiefs in most cases through construction areas the right lane is the berm lane or temporary constructed lane not meant to carry the heavy truck traffic…
In none construction areas it could be any number of reasons… I would guess it would be prudent even if not required to use the lane designated for oversized vehicles…
