Have you weighed your combo and determined the tongue weight? You have the 1400 lb bars from your description... Seems like a lot for a 27' trailer. I got the 1400 lb bars for a 31' and had to buy 1000 lb bars - the ride was too stiff, made the link up very rigid. I felt every bump.
The bars control the level from side to side. Is it possible that the jacks are at different levels? Or does one spring bar hang lower?
The clearance for the safety chains may be because the hitch head needs to be rotated to make the spring bars hang lower... Maybe?
And lastly... If the yoke is not centered the trailer will track to one side...
Who put the hitch on? These things require precise adjustment - but, when you get it right - wow
