I have an arguement with that. I drove an EcoBoost F150 (4x4, 3.55) in those ideal conditions. At 68 mph, it did 21 US mpg. Maybe a 2wd stripper model might be able to eek out 23 mpg, but in any case, the Ecodiesel will do better -- but it also has less power.
In the mpg category, the EcoBoost will lose every time to the Ecodiesel.
Absolutely the Ecodiesel does better in MPGs.
